Under human interface the list is completely blank 'hit touchscreen' is not found. It's not outside that folder section either. Lost during upgrading system to different version of windows 10. For readers basically download a new driver for it if missing. At least that's what I'm going to do.

Then touch screen began to work. Unfortunately, it didn't last long. Also, this approach did not always work. The last thing which worked was to go to windows throubleshooting screen by typing"msdt.exe -id DeviceDiagnostic" and let Windows trouble shooting process fixed the problem. Since then, touch screen has been working.
